Italy to Test Starlink in January to Boost High-Speed Internet

Italy is planning to implement Elon Musk’s Starlink satellite service to better the nation’s high-speed internet connectivity as early as January this year. The tests will ascertain if Starlink’s satellite connection can provide the EU’s high-bandwidth internet target. These tests are part of Italy’s overall plans to achieve its digital connectivity goals, which is one area that the government has been increasingly worried about.

Italy to Test Starlink for Faster Broadband Rollout

Italy's right-wing government, with Prime Minister Giorgia Meloni at its head, is pressured to hit more ambitious broadband goals proposed by the EU's Recovery Plan.The vision, which is boosted by billions of dollars, seeks to connect millions of homes with a fast internet connection. That being said, officials are more and more worried that Italy could fail to meet its broadband targets.

The pilot project to commence in January is set to have Starlink compete with other satellite and fiber optic options. The government wants to find out if this combination satellite and fiber approach can offer the speed and coverage that the EU plan outlines. The results from the tests are expected to be ready from as early as the first quarter of the financial year ending march 2024.

At the moment, private operators who are state-owned entities like Open Fiber and FiberCop are the ones laying out fiber-optic connections in Italy. They have already linked up one-third of the 3.4 million buildings described in the national broadband plan. But there are still problems of whether it will be enough to connect these regions by traditional fibers.

It is hoped that the Starlink trials are the key that will help to unlock the digital divide. Successes in satellite technology can bolster Italy’s broadband rollout and help bring high-speed connections to rural and remote areas before the June 2026 deadline.

Italy Eyes Starlink to Address Broadband Delays in Remote Areas

Italians are experiencing substantial broadband lags, especially on the expansion of broadband availability for approximately 450,000 buildings of several small communities other than large urban centers. These areas provide a special problem due to geographical isolation and the impracticability of laying conventional fiber optic cables. To that end, Italy is looking for other options such as satellite-internet service providers like Starlink.

Starlink, a satellite broadband service owned by SpaceX of Elon Musk, has more than 6,700 operational satellites and offers low-latency Internet services to more than four million customers globally. Starlink’s monthly subscriber count is around 150,000, though around 63,000 in Italy. The Italian government is currently asking itself whether the integration of satellite services like Starlink into the broadband strategy could be useful for the achievement of coverage targets.

Alessio Butti, the undersecretary for the cabinet, is said to be leading talks on how satellite services might be integrated to support the fiber-optic project. This is just one of the potential strategies, which is to place Starlink’s community gateways into the most unused ones. These hubs would provide ‘stomach’ Internet transport where the fiber owners could concentrate on the ‘access’ lines—the final link between homes and broadband pipes.

This form of hybrid model could enhance a much faster connectivity process in remote areas that may take much time on traditional modes. Even if more conventional fiber-optic networks would continue to constitute the main part of the broadband infrastructure, SpaceX’s Starlink satellites could cover the gaps and extend the coverage to even more locations by 2026.

Nevertheless, there are hopes that it is possible to meet the speeds provided in the Italia Connect plan; at the same time, there are certain doubts in this regard. The government’s aim is to provide internet speeds of 1 Gbps during the peak, something that Starlink failed to offer during the 2021 coverage plan bidding. Nevertheless, the discussed hybrid system could offer a possible solution for preserving and improving the connectivity of people who live in deprived areas.

Musk's Role in Italy's Broadband Rollout Faces Opposition

The role of satellite-based internet services such as Starlink in creating a new broadband experience in Italy remains quite an open-ended question. The problem here is in articulating viable, more so cheaper, solutions for closing the gaps in coverage within a timeline that does not slow down the implementation of the plan. Operators that are charged with the rollout of the satellite services need to evaluate the benefits of providing satellite services and the ability to meet coverage and speed targets by the year 2026.

However, using Elon Musk’s Starlink in the broadband expansion has been a contentious decision according to the opposition parties. Some of the critics, especially from the Democratic Party (PD), hold the view that outsourced internet infrastructure in Italy may expose it to high risks of cyber attacks due to outsourcing to a firm from a non-EU country. Some of them argue that control of sensitive Internet service cannot be in the hands of foreign-owned firms.

Antonio Nicita, a member of the PD who specializes in infectious diseases, has proposed an amendment to the parliament to address these issues. Its purpose is to ban Musk’s companies from offering wholesale and retail connectivity services in Italy. Should it become a law in the country, no foreign-controlled company, for instance Musk’s X (Twitter), would be allowed to enter the nation’s broadband plans.

Nicita’s proposal raises concern about the increasing risk of outsourcing the supply of networks to non-EU companies that may threaten Italy’s sovereignty of digital networks. Discussions on security and control of internet services are entirely relevant as Italy seeks to address or reduce the digital gap; it will not be surprising to see these discussions feature prominently in Italy’s broadband plans.

Since the cooperation between SpaceX and Elon Musk was established, some have seen a practical addition of Starlink to avoid reaching difficult-to-reach areas, while some consider it as going overboard. Decisions on including satellite-based services within the broadband plan aren’t just a question of technical possibility but also how these issues are addressed by the government to keep Italy’s digital future secure and sustainable.
